Subject: The vampire outside the safehouse
When I did the server upgrade, I also started running a program I crafted that used Flandmark's freeware, open source, C-based facial recognition software mated with a custom subroutine I cobbled together. The program looks at screengrabs from the Tenement's archived security camera footage feeds in 1-minute intervals and indexes hits of repeat facial recognitions. The code is dirty, imperfect, and unstable (it's getting bloated and bogged down from all the indexing and I'll have to kill it soon before it starts hogging too much memory), but I was able to catalog everyone who lives in the tenement within a few hours of letting the program crunch as it scanned the security camera records as a control/test of the code's functionality. Since then, I've had the software look backwards and sift through about a month of stored footage to see if it could identify anyone who might be hanging around the tenement--in case Rose had located the building and was spying.
I took the liberty of poking around a little bit via unnatural means. The guy who watches during the day is human, though probably enthralled to the vampire who watches at night. I cross-referenced the male vampire's aura with that of Rose's, and it's not Rose in disguise. There are, however, definite similarities in their auras. The second vampire's aura leads me to believe that he might be "offspring" of Rose's.
I poked a bit at the vampire's head to see what kind of intentions he has. Largely, he seemed bored--following orders. He's pretty much just keeping tabs on the building, taking mental notes, and watching to see what's going on and what the werewolves--yes, he definitely knows about werewolves in the building--are up to and looking for signs of unusual activity.
This leads me to believe that if we were to change how we do anything, it would raise alarms and the vampires would scatter. Also, there may or may not be a mole, so a general, sept-wide announcement like before when Kavi posted about Rose might lead to the vampires being tipped off that they'd been spotted. If they know something is up, we'll be back to square one again. I'd limit this knowledge to a select group of garou--specifically a small group of garou, sworn to secrecy, and working to determine where the vampires are holing up at.
Also of note, the male vampire's mental patterns indicate mild insanity and a peculiar fear of hydophobia--especially linked to people drinking/carrying beverages. He gets a bit twitchy every time someone walks by with a drink in hand. If an attempt at tailing him or the human fails, and the vampire can be captured and interrogated, it would be very effective if a number of people drinking beverages could stand around him during an interrogation. (Honestly, the less I know about that the better: I just don't condone that course of action at all. And I hope something like that would only be done as an absolute last resort if everything else had failed.)
I did notice from earlier security footage that Rose seems capable of pulling off at least two mind-based effects, both of which affect people over an area. One allows her to make people think she looks like someone else. The other allows her to make people simply not see her--kind of like invisibility in plain sight, but without being invisible. Of course, it obviously doesn't seem to work with the security camera feeds. I'd recommend that anyone pursuing Rose or tailing this other vampire bring digital cameras or vidcorders that have a live-feed function so they can penetrate the illusions. It's a clunky, unideal solution that would be a bit obvious and shit in a chase or a fight, but it seems to be a way around that mind-altering effect.
Alternately, if someone were to tip me off as to who was going after the vampire and when/where, I could probably work from afar to counteract the effect so as to help prevent an escape or someone from getting mindfucked. I'd probably be far more effective than the video devices.
Oh, and the human's name is Ian. The vampire's name is David.

You're really not going to like this, but I noticed that the feed from Camera 6 shows there's a couple of homeless people down the street who are keeping tabs on the building (ref screencap00023897.jpg). They work in shifts: one guy during the day (ref screencap00024732.jpg) and another guy at night (screencap00023211.jpg).
